Marine Biodiversity Conservation Center Aquarium Boka – MonteAqua

The Norwegian Ministry of Foreign Affairs, represented by the Norwegian Embassy in Belgrade, awarded a grant agreement number MNE-17/0004 to the University of Montenegro - the Institute for Marine Biology of the Sea from Kotor for the implementation of the project "Center for the Protection of the Biodiversity of the Sea Boka Aquarium - MonteAqua".

Impact of the project

The expected impact of the project (changes and benefits that will result from the project) is an enhanced process of Montenegro’s accession to the European Union in the field of nature protection in relation to aquatic ecosystems and sustainable management of protected aquatic ecosystems.

Project outcomes

The expected impact of the project will be triggered by 5 planned outcomes: Closer regional cooperation among all target groups: Government institutions responsible for the European integration process under Chapter 27 of the negotiating process: Environment, public institutions responsible for the protection of biodiversity of the sea, public institutions responsible for the protection of water ecosystem, local self-government unit, academic institutions, general public;

Enlarged environmental capacities among government institutions responsible for the European integration process under Chapter 27 of the negotiating process: Environment and public institutions responsible for the protection of the biodiversity of the sea;

Increased awareness of the importance of aquatic ecosystems and the European integration process under Chapter 27 of the negotiating process: Environment among public institutions responsible for the protection of biodiversity in the sea, public institutions responsible for the protection of aquatic ecosystems, local government units, academic institutions, non-governmental organizations and the general public;

Strengthened institutional capacities for the adoption of appropriate legislation and implementation of acts for achieving full transposition of European legislation in the field of nature protection (relevant for aquatic ecosystems), and especially among public institutions responsible for the protection of aquatic ecosystems (Environmental Agency, National Parks of Montenegro, National Park “Skadar Lake”);

Montenegro’s Contribution to the 14th objective of sustainable development “Protection and sustainable use of oceans, seas and marine resources for sustainable development”, primarily by public institutions responsible for the protection of the biodiversity of the sea (Ministry for Sustainable Development and Tourism, Ministry of Agriculture and Rural Development, Public Enterprise “Morsko dobro”, Environmental Agency).

Project products

Each of the above outcomes will be generated by the project products:

Outcome 1 generated by two products: A network of officials responsible for the management of protected aquatic ecosystems has been established, the International Conference “Protecting the Biodiversity of the Adriatic”, which will bring together all project target groups.

Outcome 2 generated by three products: The Boka Aquarium conservation center has been focused on public institutions responsible for the protection of biodiversity of the sea, local self-government units, academic institutions, non-governmental organizations and the general public;

Established freshwater aquarium “Skadar Lake”, focused on public institutions responsible for the protection of freshwater ecosystems, local government units, academic institutions, non-governmental organizations and the general public;

Established Wildlife Rescue Center, focused on public institutions responsible for the protection of biodiversity of the sea, local self-government units, academic institutions, non-governmental organizations and the general public.

Outcome 3 generated by five products:

Developed communication platform for stakeholder participation in the protection of water biodiversity, available for all target groups;

Developed WEB portal “Aquarium of Montenegro”, focused on all target groups;

Ensured gender equality, relevant to all target groups;

Established status of blue shark (Prionace glauca) in the Adriatic Sea (sea-water species), focused on public institutions responsible for the protection of biological diversity of the sea, academic institutions, non-governmental organizations and the general public;

Established status of European eel (Anguilla anguilla) in Skadar Lake (freshwater lead species) is focused on public institutions responsible for the protection of freshwater ecosystems, academic institutions, non-governmental organizations and the general public.

Outcome 4 generated by four products:

Workshop “EC Directive 92/43 / EEC (Habitats)”,

Workshop “EC Directive 1999/22 / EC (Zoo)”,

Workshop “EC Regulations No. 338/97 (CITES)”, “EC Regulation No. 865/2006 (CITES)”, “EU Regulation No. 791/2012 (CITES)”,

Workshop “EU regulation 1143/2014 (Invasive foreign species)”,

Note: All workshops focus on government institutions responsible for the European integration process in Chapter 27: Environment;

Outcome 5 generated by three products:

Proposal for the protection of Montenegrin coastal and marine areas on the basis of the best available scientific information, mainly provided by public institutions responsible for the conservation of biological diversity of the sea,

Promoting sustainable catch and negative effects of excessive fishing, illegal, unreported and unregulated fishing and destructive fishing practices, especially between local government units, academic institutions, non-governmental organizations, the public,

Terminated pollution of the sea, primarily by local self-government units, academic institutions, non-governmental organizations, the public.

Project activities

    • The main groups of project activities are:Establishment of the Marine biodiversity conservation center „BokaAquarium“ at the Institute of Marine Biology KotorEstablishment of freshwater “Skadar Aquarium” in National Park “Skadar Lake”Development of a communication platform for stakeholder participation in the conservation of water biodiversityOrganizing workshops for capacity buildingOrganizing an international conference “Protecting the biodiversity of the Adriatic” 2019.

      The target groups targeted are the Montenegrin Government and public institutions, selected local government units, academia, fishermen, non-governmental organizations and the public.
